ANC 2001 Report

Well the ANC is over for another year... and for those of you who couldn't make it, here is a brief synopsis of the decisions made.

  1. Name Change - Pretty much like the poll on the 18 Plus E-mail Discussion List, a majority in favour of holding a vote on a new name, but not a 75% majority - so the minority 'wins' and the name stays as '18 Plus'
  2. Membership fee - goes up but only after an amendment, a lost vote and an emergency motion next morning, not to £40, not to £30 but to £25 from the 1st of June 2001
  3. 10% of membership fee to be returned to the groups - motion withdrawn as membership increase too small to fund it.
  4. Creation of Upper Tier - motion went through, but there seemed to be some confusion about exactly what was meant in the motion about one group only being able to go to the other groups events by 'invitation' (taken to extremes, only full members of the federation at 18 plus events and no full members of the federation at Upper Tier events - if your friends, partner, spouse happens to be on the wrong side of the divide then.... ? )
  5. Membership fee link to Retail Price Index... passed after a couple of amendments, The Membership fee will now go up automatically in January every year by £1 per year (unless galloping inflation takes over the country's economy, when the increase will be bigger)

Discussion on the Working Parties restructuring proposal - no decision made on how or whether to take things forward, more discussion at Area meetings/conferences called for.

To say the poll on the 18 Plus E-mail Discussion List gave a 72% decision that the 'most important aspect of the ANC' was to 'raise important matters and confront problems', although important matters were raised at the weekend - like the financing, the organisation, structure and the public identity of the Federation - I don't see that any problems were confronted, I think the conference managed to do little more than preserve the status quo for a bit longer.

To look at the decisions made in order - the name stays the same, even though a majority of delegates wanted a chance to vote on a change, The financing of the Federation through membership fees went up by the minimum amount people thought they could get away with - and nearly went up by nothing at all. The Upper tier may work well - but is only likely to be set up by the largest groups as it needs a strong 18 plus group with a fair number of associates to get an upper tier group up and running. Linking the Membership fee to the RPI does give a Membership fee increase every year, but as we are still £15 down on the membership fee the NEC calculated was needed for the financial well being of the Federation, it's going to be a lot of years before this annual increase stops the Federations running costs eating into the reserve capital.

And the Working Parties retructuring proposal, which could have been the basis of streamlining the way the Federation is organised and run and thereby trimming the Federations running costs seemed to come as a big suprise to some of the delegates, even though the outline was published in the gazette, on the website, on this list, Area Chairmen were supposed to have it discussed at their Area Forums and the formal document went out with the agenda, there still seemed to be many blank faces.... though part of that may have had something to do with lack of sleep following the dinner dance the night before !

Accommodation

The Britannia Hotel is situated in the middle of Coventry, next to the Cathedral. The hotel has excellent conference facilities and is well used to hosting events such as our ANC. The hotel has 190 en-suite rooms.

There's plenty to do in Coventry to occupy your time before the Conference starts. Both the Cathedral and the National Motor Museum are within easy reach, as are the shops! For the more energetic, the sports centre is next door, offering swimming, badminton, squash and a gym. Within easy travelling distance are Cadbury World and Warwick Castle.

FACILITY FOR NATIONAL DEBATE

The National Facility for Debate allows for a wide range of topics to be discussed.

A minimum of one hour will be set aside during the Conference to discuss topics of National importance which have not been submitted as motions. Full and associate members (including the N.E.C.) may introduce topics, which must be notified to the Honorary General Secretary in advance of the debate. No single topic will last longer than thirty minutes and no single speaker will address the Conference for longer than five minutes. Each speaker may only raise a maximum of two topics.

The topics can be an 18 Plus issue or idea that your Group has. You may feel that you would like to get the Federation's opinion, which could lead to a motion the following year.

Entertainment

On Saturday evening following pre-dinner drinks in the Cavendish Suite the Dinner Dance took place, starting at 7:30pm for dinner, the dance started at 9:00pm and Finished at 2:00am in the Connaught Suite.

The Britannia Hotel kindly created a cocktail especially for our Diamond Jubilee ANC, called Diamonds are Forever, for ANC guests at a special price.

The entertainment was provided by 'Dr Octopus' who are a good fun time band and played lots of commercial stuff.

The theme for 2001 was James Bond 'Diamonds Are Forever'. Everyone dressed up as their favourite Bond character and there will be prizes for the best dressed man and woman.
